The Investigation of Production and Recycling from Agricultural & Fishery Wastes Including Plastics, and the Planning for Source Reduction Management

The purpose of this plan is to investigate the production of agricultural and fishing waste and the recycling of said materials in order to institute an appropriate plan for the management of waste. The plan has achieved the following results: 1.According to the growth rate of the agricultural industry and national economic growth rate, it is estimated that in the next three years, production of agricultural and fishing waste (including materials) will follow the trend of decreasing annually. 2.Give guidance and oversee the various units responsible for the creation and management of waste to grasp the current information and problems faced when cleaning, managing, and recycling agricultural or fishing waste. (Contractually obligated to complete 40 sessions, but this plan has already completed 50 sessions.) 3.After carefully and completely analyzing national and international laws, standards, incentives, and applicable plans, the conclusion is that the establishment of national laws is adequate. From studying information regarding the management of agricultural waste by foreign countries, it is seen that many countries do not implement complicated laws for waste management, but have regulations on the prohibition of certain materials and recycling. 4.Analyze and assess national and international laws related to the cleanup, management, and recycling of agricultural and fishing waste (including materials) and provide suggestions for the discussion and amendment to national laws. 5.In order to solve the problem of liquid waste when fermenting sour cabbage, this project has added a sour cabbage experimental plan (removing salt, reducing the amount at the source, and “ocean-toss” experiment) and observation of the results show that reducing the size of vegetables and increasing vibration time significantly reduces the salt content; the experiment of reducing the amount at the source showed that cutting off the head and bottom of sour cabbage does not significantly affect the quality of the cabbage or the ratio of waste, therefore this project suggests the removal of the head and bottom of sour cabbage prior to fermentation to reduce the amount of waste containing salt; finally, the “ocean-toss” experiment showed that when the amount of sea water reaches a point of 10,000 times or more than liquid waste, it reaches the water quality standard required for sea water. 6.In order for the strategies in this plan to adhere to the realistic management necessities of the agricultural and environmental bureaus, this project held seminars to better understand the various opinions of related parties in the industry, government, and academics. Using this information and the implementation of public service announcements, fishermen were helped to understand the appropriate methods and caution they needed to exercise when recycling, cleaning, and processing agricultural and fishing waste. Agricultural and fishing waste mainly consists of organic or plastic materials, which are resources that can be reused which is why this plan has raised appropriate strategies to fit the practical management needs when processing agricultural and fishing waste in hopes that the future management of this waste will be appropriately handled and be effectively reused.
